The West Virginia Constitution on Local Governments

 

This lunch hour webinar will address the State Constitution's meaning for local governments. Topics to be included are the means by which the Constitution provides for local governments' discretion, the provisions relating to city and county government, limitations imposed on local taxing authority, duties imposed on local governments and their officials, and the general condition of state-local relations in West Virginia. The State's Supreme Court's role in fashioning those relations will supply must grist for discussion.
